24/10/2014  Lithuania's statement at the UN General Assemly 3rd Committee interactive dialogue with Special Rapporteur on violence against women, its causes and consequences

Madam Chair, 

Lithuania would like to thank the Special Rapporteur, Ms Rashida Manjoo, for her briefing. Let me take this opportunity to express our full support to your mandate and your work, Madam Special Rapporteur. 

Violence against women is a destructive phenomenon with lasting effects on women themselves, as well as on societies as a whole. Its elimination requires a comprehensive and systematic response by states, the United Nations, and all stakeholders. Local communities and men also have an important role to play in this regard. We welcome the HeforShe initiative in this respect and hope it will find ever new supporters.

24/10/2014  Lithuania's statement at the UN Security Council meeting on situation in Ukraine

Let me thank Assistant Secretary General Oscar Fernandez-Taranco and Assistant Secretary General Ivan Šimonović for their briefings. We thank the UN and its Human Rights Monitoring Mission for its work and look forward to its continued reporting. The UN and OSCE monitoring missions need to be provided full, free and unrestricted access to the whole territory of Ukraine, including Crimea.

Since we last met on the situation in Ukraine, a ceasefire has come into effect. A seize-and-fire, in the interpretation of separatists. During the period Ukrainian forces and civilians were shelled some 2 000 times, 89 Ukrainian servicemen were killed and 500 wounded. Thhe self-proclaimed „premier“ of the so-called DPR, Zacharchenko, insists that that all of Donetsk region is ‘theirs”, and that they could “take” the towns of Berdiansk and Izium, among others.

Madam President,

I thank you for organizing this debate and your commitment in guiding the Informal Working Group on Documentation and Other Procedural Matters. This year has been one of the most productive in terms of the Notes of the President. I warmly thank the briefers, Mrs. Kimberly Prost and Mrs. Fatou Bensouda. Issues of due process in sanctions regimes and, in particular, of the Council’s follow-up to its referrals to the International Criminal Court have long been discussed in the context of a larger debate of the Council’s role in ensuring accountability and justice.

Mr. Chairman,

Lithuania aligns itself with the statement delivered by the European Union. Let me now elaborate on some matters of particular importance to my country.

The illicit flows of arms and ammunition fuel conflicts, exacerbate violence, impede humanitarian assistance and undermine respect for international humanitarian and human rights law. The easy availability of weapons and weak arms control systems both prolong conflicts and increase the risk of relapse. The destabilizing effect often extends far beyond the borders of one country or region.

Lithuania aligns itself with the statement to be made on behalf of the European Union.

Madam President,

The surge of violent extremism has reached unprecedented scope. ISIL and other terrorist groups ruthlessly hijack religion to control territory and vital economic resources. They callously brutalize, kill, and expel all those who don’t accept their rules and beliefs. They abduct, rape and sell to slavery women and children. They target and slaughter minorities.
